The Challenge
Viva Calavera, a Mexican animation studio, wanted to break into government markets, specifically international government agencies that commission animated content for public communications, cultural initiatives, and energy sector campaigns. These are high-value contracts, but the decision-makers are notoriously difficult to reach through conventional channels.
The studio had no existing government relationships and no outbound infrastructure to build them.
Our Approach
We built a cold email outbound system specifically targeting government decision-makers. This required a different approach than typical B2B outreach:
Prospect Research: Government procurement structures are complex. We mapped out the relevant departments, identified the individuals with authority over content and media budgets, and built targeted prospect lists across multiple countries.
Cold Email Infrastructure: We set up dedicated sending infrastructure and crafted outreach sequences tailored to government communication styles. The messaging was formal, value-driven, and focused on the studio's unique cultural perspective as a differentiator.
Multi-Market Targeting: Campaigns were deployed across three distinct government markets: the United Arab Emirates, Saudi Arabia, and Mexico.
Results
The outbound campaigns opened doors that the studio could not have accessed otherwise:
- Active negotiations with the Dubai Department of Economy
- Active negotiations with the Saudi Ministry of Energy
- Active negotiations with Mexican government agencies
These are long-cycle opportunities with significant contract values. The cold email infrastructure gave Viva Calavera a direct channel to decision-makers who would have been unreachable through traditional networking or industry events.
